Initital Startup Screen Blank?

This is a hold-over from 7, when loading all I ever get is this blank white window, I've tried tracking down where the glitch is but have yet to solve it. I'm guessing something is mis-named?

Not sure if we took a look at that last year or not, I'll see if we can check on why it's doing that.
