Picks disappearing for the 1983 draft

(game was started using update 8.2.50 on Windows 10 with the Steam version)

I reproduced the issue 3 times.
I'm unsure if it is only a "visibility" issue as AI controlled teams seemed to be able to draft players.
I believe the AI or a player may not be able to trade the picks of that year.
I took control of a team (the Nordiques) and I was unable to trade picks in 1983.

Steps to reproduce:
1) Start a new historical game in 1979 (all other settings as-is)
2) Don't play in "Challenge Mode"
3) "Cannot be fired", "Start on July 1" (all other settings as-is)
4) Set the game to "Do not disturb"
5) Sim until July 4 of the next year

Here are screens showing draft picks for Montreal on July 4:
(*) It is the same for all teams.

Quick note that I tested with the new release 8.3.58 and the issue is still there with this version.

We'll have a look at it. Appears to be a little bit more than just a display issue on the data screen, since it's also preventing the picks from being traded when they should be there.
