Initial Draft issue

I was in the middle of an initial draft (second skater round) in a new multiplayer custom league and suddenly all teams are getting an error that says due to budget constraints they can only draft minimum salary players. They are obviously nowhere near their budget limits as they have all of 2 skaters and 3 goalies.
I assume this is an error from a new patch.
Let me know what can be done.
I am so sick of having to start new leagues.
I am only starting this league because the Junior draft talent became too good (entire first round was first line/pairing) players in the 4th year of my previous league.

Can you upload the save (instructions here)? I tried running initial drafts with a couple of different custom starts (one NHL, one a created league) and there were no cap or budget issues with either, so I'm not sure what's going wrong in your case.
