Coach poaching from major league level even after promotion

Wondering if anyone else had this scenario come up (online league btw). There are 8 day sims interspersed between some of the actions but the flow goes as is:

- Team A has a manager in R ball.
- Team B offers a AAA manager position to said manager.
- Team A receives the email about the offer from Team B.
- Team A promotes the manager to the Major League manager.
- Team B is now somehow able to offer a AA manager position to the manager even though he's already been promoted.
- Team A is stuck as he can't promote the manager any further. He also can't offer a new extension as the manager is currently starting year 2 of a 3 year deal.
- Manager accepts offer at AA position. Essentially a demotion.

Of course the online GMs are going wild because we all believed the intention is that you could only "coach poach" for a promotion to a higher league level or the same level but from hitting/pitching coach to manager.

Am I missing something here or is this a bug?
