Budget Oddities

I'm in a custom game and I have a few side leagues, all with no salary caps, that are independent of the main league. Oddly, teams in 3 of the 4 leagues barely use any part of their budgets while the teams in the 4th, which was introduced a few seasons into the save, are using more than their budgets. That 4th league is also lower level than all of the others. Is this normal?

They're all senior leagues

Was their league value set to something significantly below 1.00 during the setup? If it's low enough, that'll make top players uninterested in signing, which would leave the teams in that league with nothing but lower-quality players on cheap contracts.

They're all a decent bit below 1.00 but the thing is, the league that's spending the most money is the lowest of all of them. The only thing that makes it different from the others is that it began a few seasons into the save.

I set up a tournament between two of the leagues that I mentioned here, the one that began a few seasons into the game that's using all of the money and one of the other ones, and the teams from the one I started a few seasons in absolutely dominated despite being a lower-level league.
