All teams below salary floor. (2016 re-sim)

I just got the game and started a 2016 sim with Anaheim. Every team is below the cap floor on opening night. Is there a way to fix this or disable the cap floor?

The floor can be disabled at the start (in Commissioner mode, on the league edit screen, rules tab) if you start the game on July 1. But the game gives the AI some leeway with the floor in historical mode because of the issues caused by shifting salary levels over the years, so you should also be able to continue your current game normally (other than having to get over the floor for teams you're managing.)
