Best on best tournaments

I’ve now got through the 2024 World Cup and the 2026 Winter Olympics and AI teams aren’t picking the best players available to them. In the ‘24 World Cup McDavid, Matthews and Eichel among others were all healthy and omitted from their respective nations. The 26 Olympics have similar omissions. Canada and the US had some high end players but the bottom of their lineups consisted of 2-3* players who had no business being in a best on best tournament.

Yeah, it looks like the changes to adjust the rosters for the World Championships are having an effect on the other tournaments as well. I checked for that during beta testing and it wasn't happening then, so I think one of the later adjustments we made to that system must have done something. We'll get that fixed.
