Unable to extend/offer contracts in ECHL

I'm currently managing a team in the ECHL, and I am unable to extend current players' contracts or offer contracts to free agents (example of both attached). The submit offer button is greyed out. (It's also greyed out in the action menu.)

When I get to the start of the season, I am not able to fill up my roster to meet the requirements and cannot advance the game, unless I resign (or trade away players in return for many more players, which has so far seemed quite difficult).

Also, is there a way to see how much of a cap hit exists on my payroll without going into the offer contract screen? I may be missing something on the financial screens, but I don't see it anywhere else but on the offer contract screen. (screens attached).

Are you clicking "Ask for Response" before trying to submit the offer? That needs to be done (and the player hast to accept it) for the submit button to become active.

Cap Space available is on the monthly/annual finances screen, in the left column near the middle.

If the game follows the actual ECHL rules, all ECHL contracts are single season so that would be why you can't extend them.
