How is that setting made? Looks like my owner wants to control the scouting, draft, development budgets. Can I over ride through a setting or edit?

Would I be correct if I guessed you are in challenge mode?

if not in challenge mode you can turn off owners goals - must be in commish mode if i recall correctly.
