Game crashes when attempting to expand league

Version/OS: OOTP 23.10 Build 103 (64 bit) (Windows)

Description: When attempting to expand league, game will crash if "No target division" option is selected for any of the expansion teams' minor league affiliates.

Steps to reproduce:
1. Start a new standard 2022 game
2. Under League settings, for MLB, select Expand League and Schedule Expansion Draft
3. Specify any major league expansion teams, and proceed to the next screen
4. For any of the minor league affiliate teams that will be created, for division, select the "No target division" dropdown option, and proceed
5. Click Expand League to begin the process, which will fail (Actual result)

Expected result: "No target division" assumes that the minor league team will be created in the selected league, but it will not be in any division, so the user would be allowed to edit the target league structure at a later point.

Actual result: Game crashes upon loading screen message displaying creation of minor league team

Workaround: As mentioned in Expected result, the league structure can be modified at a later point, so the user can verify that target divisions are selected for now, and change them later if desired.
