captain trying to help team harmony

In a previous update.. you are supposed to be able to hit an intervene button once a month sometime to try and help a team improve harmony.. in my latest save.. I have harmony issues.. and when ever I try to hit that button in regards to cliques or individual problems.. nohing happens.. it's like its ghosted out.. or isn't activated.. am I doing something wrong?

You can only "intervene" in one conflict at a time. So each month you'll need to choose which needs to take priority. I'd pick the one involving the most players. I hope they add an option to turn Team Harmony off. It's more of a pain in the arse than it's worth in terms of immersion.
