Pro service limits

Years of pro service limits are not being observed in my game for guys who are never promoted. I see guts who were promoted from the international complex to the DSL at age 18 that have never left the DSL and have been there for 5 or 6 years. As soon as I try to promote one to the FSL, for example, the pro service time limits of the target level are checked and it tells me he cannot be assigned there. I have a DSL set to 3 years and the FSL set to 4.

Age limits works. I set an age limit of 21 for the DSL and 22 for the FCL, advanced one day, then checked the rosters. No more 25-year-old guys with 6 years of pro service in the DSL. That's not ideal, but it's better than the alternative.
