How to make custom quick start

I've found some ratings to be (in my opinion), inaccurate. How do I make my own "quick start" as to not have to change the ratings every save?

Also, do quick starts save the league settings? If not, how is that done?

Once you get everything as you like, go up to File > Quickstart Games > Save Current Game as Quickstart.

A quickstart will have everything exactly as when you save it.
