For both questions, the answer is a qualified "no".
You could manufacture the first but it would take luck and patience. You could start the save limiting the years it picks players to before Junior's career starts, then once Senior is in you could remove the limit. Or, you could manually import Senior at the very beginning to have him predate Junior.
But, really, there's no rational reason you would unless you plan on keeping them apart long enough to make the age diff realistic. I usually just pretend they're brothers.
Re manual imports, as long as you don't mess with the player's ID the game reads that he is already in the save and excludes him.
