Playing a historical league in 1962 era with great all time teams.
Babe Ruth with 1927 Yankees rate two stars overall and is hitting 171 after
42 games with four home runs.

Babe Ruth rated at two stars. There sure is some good talent in that league! Maybe he isn't underperforming by much.

I haven't played the greatest teams or whatever but to create essentially an All Star league and expect players to perform as real life... how is Bob Gibson to have a 1.12 ERA facing a bunch of 40 and 50 HR hitters? How are players to hit 40 or 50 HRs against a league of superb pitchers?

Sounds to me like you're using dev rather than recalc and got a bad version of him, which happens with this way of doing things.

Is this a correct assumption?

If so, and a small sample size with a bad luck of the draw on top of that.
