the game will happily generate players in a feeder setup to accommodate this, or you can not use feeders at all and it'll still generate enough through the draft for you to do this, as well. Feeders will generate too many players and over time, if you don't have independent leagues or whatever, you'll have a bevy of free agents in the pool that never get signed.
But generated draftees obviously might impact immersion in a different way, so I get it. But just try it and you'll see it's not a big deal, if you want to test it before you ruin your league, you can make a copy of JUST THE .dat files in your .lg folder in your OOTP saved games directory, save the new files to a different folder like leaguetest.lg or something, then you can open the new league test up, expand to 48 and add one feeder to accommodate and see how it plays out for you.
The game will generate additional prospects if you don't have enough in your feeder, so you don't need to create more feeders than you need.
