Custom League vs No History

I'm trying to make a 100% "Clean Slate" Fictional league in place of the NHL

I tried through a Custom Game, but it looks like I cannot create international tournaments, so keeping the World Juniors, Olympics and/or World Cup is out it looks like.

In a Standard game, although I can release all players, I can't clear out buyout penalties, even choosing the No History Setting?
Should No History not clear buyout penalties/contractual history?

Is there any chance one of these will be changed?
Would you be able to edit the buyouts in a file for me to start "clean"?

I don't know if this would help but you can also retire all players too.
