Exclamation Draft Pick Compensation

Draft pick Comp is supposed to end one if they remain unsigned and the draft is held.

This player declined his QO and was was Comp Eligible in 2038
He went unsigned for the year, and now in 2039 he was signed and is still Comp Eligble.
