Base IAFA cap - what is a reasonable cap??

Decided to add the new IAFA recruiting process to one of my fictional saves and I'm wondering how I can calculate a reasonable cap to be in alignment with the rest of my league financials. I'm assuming the default 5M is based on modern day MLB financials?? My league is no where close to that...top salaries are under 15M with average salary sitting around 1.3M. Did a couple of test sims and I see 3-4 IAFA out of 64 that are asking for 1-3M in signing bonus and the rest are down around 500k. this makes it pretty easy for teams to sign 5+ players of fairly good quality.
Anyone play around with this cap and have a formula or suggestion on how to set it so that it is more in alignment with my overall league financials?

Don't know how much this helps, but for reference in my latest league I just kept hitting mass adjust financials down until the figures for everything were in a range I liked.

The cap ended up at $1,220,000, while my "Average Quality" typical salary is $1,140,000.

good data point...could you share a bit more about your financials? What are your avg payrolls ?
