Can't make any trades because no teams can calculate future budgets

I imported an OOTP 24 save, tried to make a trade. It is 2017, the save started in 1975, but the problem seems deeper than that. I'm trying to trade a player making 8.5m a year to a team w/ 10m in budget space/cash available. It says they are over budget for next year unless I take 95% of the player's contract. I went in and edited all the contracts for the other team, I gave them a bigger budget, I gave them a giant local media contract for multiple years. Nothing I did changes what the other team has available to accept for a trade. So, I decided to try trading w/ other teams. There isn't a single team in the entire league that can accept a trade for anything over about 500k.

Never mind the league files, we're able to recreate this on our end.
