2 Questions: Lab & Manager Decision History Screen

2 questions for you guys!

1) On a new game (starting 3/10/24) with a couple weeks until opening day, there is no option to have players participate in the development. Whenever you choose a player, it says there is no program available. Can you only use the lab after the first season, when you have a full offseason and spring training?

2) Where is the "New Manager Decision History Screen" that ranks trades/transactions? Can't seem to find it.

1) New games typically start you very close to the season, but you can only send guys in to programs they can finish before the season starts (which none of them can since the shortest ones are typically a few weeks). Next offseason you'll have all available

2) It's under your manager name dropdown > History > Decision History
