Real-time Sim Scoring Updates tab no longer stays at the top

Version/OS: OOTP 25.1 Build 47 (64 bit) (Windows)

Summary: When running the Real Time Simulation in our online league, we observed that the Scoring Updates tab on the Real-Time Sim page no longer stays scrolled to the top automatically.

The user can use the scroll bar to manually scroll, but it will only stay where they scrolled last. The expected behaviour is that the latest scoring updates will always appear at the top as they are happening in real-time, without any user input.

This is an issue that several online leagues have expressed impacts the experience of watching a live sim. It has been an issue in the game since OOTP 23.5 Build 73, back when I first reported it.

Steps to reproduce:

1. Load game as user with commish control
2. Drop-down the PLAY menu, and under Real Time Simulation, click Start Real-Time Simulation
3. Observe that as scoring updates occur, the window in the bottom-left will populate. As the scoring updates tab fills up, the scroll bar remains at the bottom, still displaying the oldest (first) updates.

Expected behaviour: Scoring Updates tab stays at the top automatically, displaying the newest scoring updates in descending order.

Actual: Scoring updates tab remains at the bottom, still displaying the oldest scoring updates.

Impacts:

1. Replicable: several commishes observed this issue on their own PCs. Affects experience when streaming on Twitch or Discord (sim commish must manually scroll to view latest scoring updates on top of all their other streaming activities).
2. Also affects engagement/viewer experience when watching live sims (viewers are used to seeing scoring updates tab refresh automatically, instead of expecting sim commish to scroll manually).
