While playing in franchise mode as I move players up or down from the Majors to the Minors.....It doesn't change their mood.

Check if, under League Settings>Players&Team tab, Show and Use Player Morale System is on.

So I unchecked it and rechecked it and now it seems to be working? Very strange. But thanks for sending me in that direction.
