Total money vs budget space available discrepancy

Hello to the community, so I'm fairly new to the came and in my first offseason I've come across this issue where there is a large discrepancy between total money available and budget space available on AI controlled teams.
For instance, in my White Sox save on the first day of free agency, I have about 70 million available both for this year and for extensions, whereas the Tigers have about 66 million in money available but only 185,000 in budget space and 765,000 for extensions, and this happens with all other teams as well.
I'm in commissioner mode so I could increase their overall budget by the difference between the two amounts, although I don't know if it would also impact amount available for extensions or if it would generate other issues.
Is this the proper way to fix the issue? Because as it stands, the other teams can't sign free agents or take back salary in trades.

Are they just pending FA offers that will normalize? Even the worst teams with lowest budgets are maxed out on the first day of FA.
