No money available to sign players

Hello,
New player here so be gentle with me.

I'm playing a club in the French league and I have a 1,156,680$ budget to sign my 25 players. I have 16 players signed for a total of 842,586$ so I should have around 357,000$ available to sign my remaining 9 players.

But I have no FA's money available (i'm at -11,906$) because it says that I have 326,000$ on OFFERED CONTRACTS. I have no open offers on the table, nothing.

Now, I am stuck, I can't sign anymore players to fill my team.

How can I correct this situation ?
