Insane amount of high-level IFA's?

Tried live start multiple times at multiple dates, while also lowering the # of IFA's spawned, and I'm still seeing like 20 players at 80+ or better. This obviously strikes me as abnormal, and am wondering if this is intended behavior. Thanks in advance to anyone who can provide insight on this.

Have you changed any other settings? Also what is scouting set at?

Also, is your scouting relative to the MLB or relative to a lower league? Normally I get maybe 6 players at that level for a typical IAFA season.

it is certainly not intended behavior. what settings did you change? If you can post a league file, I can poke around and see what the issue is
