Historical game with fictional minors

Does anyone know why a historical game with fictional minors has the 40-man roster turned off by default, and has no waivers at all? This happened with a recent season(namely 2019), so it's not as though those things didn't exist at the time.

I had to go into settings and change a bunch of them back. Too much work to fix the minor leagues and rules for 2020. Beware of other teams signing non 40 man players who are not even rule five eligible prior to the 2020 season. I am now in 2022 and have changed everything back (I think) and the game play has much improved.
