Personality ratings not being available without scouting should only apply to prospects, not vets

I really like that this feature was added as it’s realistic and prevents cheesing the later rounds of the draft by just drafting everyone with high work ethic + intelligence, but it doesn’t make sense to suddenly not know the personality of a player that’s been on your team for years if their scouting accuracy decreases. In fact, I feel like this should apply to veteran players not on your team as well, maybe to a lesser extent - in general, it’s pretty well known what a player is like after they’ve been in the league a while, you shouldn’t need your scout watching them to know that.
