Always start highest rested not working correctly

Always start highest rested isn't skipping the bottom of the rotation with the top of the rotation at 100%. I know for a fact that this is happening in perfect drafts but I'm not certain about every mode.

It's happening in league play as well. Apparently, some pitchers listed as 100% rested aren't quite there yet. Maybe 99.6%

That could be the case but I'm not sure why the #1 would still technically be tired in a best of 5 with aggressive tiredness hook on. Maybe SP rest needs to be tuned slightly.

it' because their reliever stamina isn't at 100%. it's apparently not intended but that's what's causing it.
