Any way to adjust the scale for potential ratings

I have an NCAA world with 152 D1 Schools and 1000 HS feeder schools. One issue I have is that of the some 6000 D1 players, close to 1500 of them have potential ratings of 80. Obviously not realistic. There should probably be less than 100 players with an 80 rating. Based on some previous threads, I think I am out of luck, but I thought I would ask. Since I have no parent leagues above NCAA, I can't go any higher than "Ratings Relative to: NCAA". I've played with the 'League Reputation' value, and the 'ratings relative to' option, but nothing has worked. Any thoughts would be appreciated!
