Shared Draft within Promotion/Relegation system

I'm trying to figure out how to share the player draft across leagues with the Promotion/Relegation system enabled. The default Promotion Quickstart does this... but even if I directly copy the exact same settings as it uses I cannot accomplish this.

The instructions in the OOTP are written as thus-
"In an association with promotion and relegation, you may wish to have the First-year player drafts can share the same draft pool, with the lowest level getting the first picks. To do so, in the association setup/draft settings you can select to have the draft order be based on league level first and then winning percentage."

But this option simply doesn't exist as far as I can tell, even in the default Quickstart that does have a shared draft.
I'm completely lost at how to manage this, I've been searching everywhere I can in the game and found nothing to enable this. Anyone have a clue?

Have you created a League Association?

That option is in the Game menu.

That's what I was missing, completely missed association setup as it was placed in a different area then all the other setup tools.
