Can I set up historical career mode like this?
So, currently I don’t like how historical career mode pulls in defensive ratings and other ratings from multiple seasons. I want to set up a career historical game (1964) that only pulls in stats, defensive ratings, and pitcher stamina from that specific season only … and then progress over multiple years with the development engine on. Can this be done, and if so, how? Thanks!

Go through the wizard and select one-year. Then when the game loads the season, go to the League Historical tab and ensure all of that is on one-year. Go to Game Settings and re-scout (if you changed something that will reset the initial players). Then ensure development is not disabled. That should do it.

Thanks. Where exactly do I select 1 year in the wizard? Is that under Advanced?

Should be from memory (away from computer), step 2 right hand upper side of a historical game wizard. Use default mode in wizard then switch off recalc and turn on development after on day one.
